Double
Insulated Explained
'Electrical
power tools or equiptment, such as ceiling fans, with parts that
carry current being insulated from the person using it by internal
insulation in addition to a non-conducting outer casing.'
Put
simply, the ceiling fan you are viewing has an extra level of
insulation through its cable, to protect the consumer from the
parts of the fitting that carry an electrical current. Ceiling
fans that are double insulated do not require earthing.

Earthed
Explained
'fastening
electrical equipment to earth.'
Most
ceiling fans require earthing to protect the user should any
part of the fitting become 'live.' This is especially important
with fittings constructed from metals etc. Double insulated
fittings do not require earthing.
